Dear Dave,
I refer to our telephone conversation of 31 August 1.978
and send this letter in confirmation of a couple of points
we discussed.
First, Mr. Robert W. Gambino, Chairman DCI Security Com-
mittee and concurrently Director of Security CIA agrees to
have Mr. William H. Randolph, Director, Office of Inspection
and Security, Room 5044, Department of Commerce attend and
participate as an observer in the Security Committee. This
status conforms with the observer status of the Secretary of
Commerce on the National Foreign Intelligence Board.
Second, I will forward information about the location
and dates of Security Committee meetings as well as a copy
of minutes of meetings to Mr. Randolph through you at this
address at the Department and will look to you to transmit
the material to him. Meetings are usually held once a month
at CIA headquarters building. They are scheduled for 2 hours
and run from 10 to 12 noon. The next meeting is scheduled
for 27 September 1978, 10 a.m., Room 7E32, CIA Headquarters.
I have arranged for Mr. Randolph to be issued a visitors badge
at our main reception. If he announces himself and informs
the guard at the main gate of his attendance at a Security
Committee meeting, he will be directed to a parking space.
Third, your certification of Mr. Randolph's Top Secret
clearance and SI and TK access approvals have been verified.
Mr. Randolph will need no other access approvals at this time.
Should Committee business require additional access, we will 25X1
make necessary arrangements to sponsor him.

Lastly, on 31 May I had I I my assistant,
forward to you an organizational chart o e DCI Security
Committee. There have been no significant changes in the
interim. Please note that my telep~one number has been
changed. I can still be reached on

This is a busy time for the Security Committee. We are
engaged in addressing some-of the most pressing security issues
that concern the Intelligence Community and all of its mem-
bers. Among the issues, of course, is the new Executive Order
12065, the Security Classification System and the National
Security Council's Implementing Directives. I believe that
there could be mutual advantages for Mr. Randolph and the
Committee if he is willing to contribute and participate.
Should Mr. Randolph have any questions, have him contact me.
If not, we look forward to seeing him an the 27th.
