SUBJECT: NRP Security Compartmentation Review
1. The Director of Central Intelligence on 22 June
1978 tasked the Deputy to the DCI for Support to conduct a
study of the entire subject of NRP security compartmentation.
and recommend its streamlining and any other modification
which should be undertaken in compliance with PD-37. The
Deputy to the DCI for Support has in turn tasked me to con-
duct the review.
2. I propose to-establish a small working group for
this pur ose. I request a proval of the D/NRO in the assign-
ment ofi the NRO Assistant for Security,
to lead the group. solicit the appointment of Major Henry
Koch, USAF, through the Chairman of the Compartmentation
Subcommittee, and I request the appointment of a represen-
tative from the Office of the Deputy to the DCI for Collection 25X1
Tasking. Guidance and staff support will be provided by

3. In order to meet its responsibilities, I would like
the members of the working group to initiate their survey
not later than 1 August 1978 and to be available for full
time service for a period of up to sixty days. Their final
report is to be provided to me not later than 29 September 1978.25X1
