MEMORANDUM FOR THE RECORD

SUBJECT; Investigative Standards Working Group
1. Attached is a list of representatives and/or
alternates that met in Room BW07, STAT
I lat 1000 hours on this date. The
0 owing signitican matters were discussed and arrange-
ments were made for future meetings as indicated.
2. At the recommendation of the Department of Energy,
the representatives of the working group will meet with
the FBI in an attempt to determine the impact of new FBI
name check policies which would limit name checks to a
check of FBI main files only; a check of FBI main files
and reference files for sensitive checks only; and would
eliminate all. checks of FBI criminal records on routine
name checks where fingerprint cards are not submitted. (See
previous correspondence relating to the attendance by the
undersigned at inter-agency meetings with the FBI when
this problem was originally surfaced'about six months ago -
at that time the FBI agreed to continue to give the Agency
complete checks, including criminal checks on all of our
requests.) DOE and the FBI representative will submit a
report to the group at the next scheduled meeting on
13 July 1978.
3. At the request of the working group, the undersigned
will prepare a draft of a letter for the approval of the
group recommending against the continuation of the CSC
proposal to remove loyalty questions from the SF86. This
letter will be presented at the 13 July 1978 meeting.
4. No additonal pertinent developments were reported
concerning the plans to conduct the recommended investigations
survey. As of this date, the requested 120,000 ADP cards
have not.been received from the contractor. The State
Department representative will look into the matter, and if
the cards have been received prior to the next meeting, will
prepare proposed instructions for their execution by adjudi-
cators in the participating agencies. Hopefully, such in-
structions can be agreed upon at the 13 July meeting.

5. Mr. Raymond O'Neill, Air Force representative,
who was previously assigned to chair a group to prepare
Uniform Security Adjudication Guidelines, reported on the
progress to date. He commended. the CIA contribution and
asked for volunteers to prepare a working group paper. In
the absence of any volunteers, the undersigned agreed to
work with Mr. O'Neill. We will consider the CIA drafts
submitted this date, the Air Force reguations on the matter,
and any other contributions received prior to 5 July 1978,
and will meet on that date only if necessary to prepare
recommended guidelines which will be submitted to the working
group on the. 13th for comment and formal coordination.
6. It is contemplated that another meeting will be
called on 27 July 1978 for the purpose of resolving any
minor inconsistencies and/or presenting formal recommendations
with dissenting opinions, if necessary, to SECOM in time for
inclusion in the SECOM August meeting agenda. The undersigned
agreed to make necessary administrative arrangements for 25X1.
scheduled 13 and 27 July.meetings.
