MEMORANDUM FOR: Chairman, DCI Security Committee
SUBJECT: Security Issues for NFIB Meeting 0
1. 0 As you requested, I discussed with Walt Elder the
placement of security items on the 6 June 1978 NFIB agenda. His
comments:
a. The only item now on this agenda is an NIE on
Pakistan, which he says should be easy to deal with and not
require any more than 15-20 minutes for discussion.
b. NFIB meetings are of about an hour's duration, and
he will put us on first, scheduling 30-45 minutes for
security issues. He sees no problem if our issues go
overtime.
c. He urges we give first consideration to the compart-
mentation DCID, as that is topic of greatest NFIB interest
known to him. He believes NFIB discussion and DCI decision
on that will facilitate decision on other topics related
to compartmentation.
d. He recommends that we not schedule any other topics
for the agenda`. (But, he seemingly acknowledged that I had
a point in arguing that a tight, well-controlled presentation
by you and thorough briefing of the DCI should enable us to
bring the issue to a head without risking a lot of?time .
consuming philosophical discussion at the meeting. Hence,
I see a good prospect of us dealing with two issues.
DCID 1/16 revision would be my second candidate.)
e. He thinks it would be helpful if you suggested to
Mr. Blake that he attend, in the interests of giving visible
evidence of his involvement and interest in security policy
issues.
f. He needs the following papers from us by 22 May:
any suggested fixes to the DCIDs we would like to have the
members consider; and a list of references identifying all
previous referrals to member agencies of the proposed DCIDs
involved. This timeframe is dictated by NFIB practice which

allows a member to defer consideration of any agenda
item on which he has not received documentation at least
seven days in advance. The need to meld our paperwork
with Mr. Elder's material for members, the intervention
of the Memorial Day holiday, and mailing time account for
the difference.
g. He says we must provide Mr. Carlucci a copy of
whatever briefing materials we send the Director. Mr. Elder
said he would appreciate your making a copy of the DCI
briefer available to him for his personal use in prepping
fore=note-taking at the meeting.
h. He would like a call from you as soon as practicable
giving him firm information on the topic(s) you want on the
agenda.
2. As a separate matter, Mr. Elder said that a developing
NFIB issue o interest to us was security control of intelligence
released to foreign governments. He apparently perceives growing
concern in NFIB agencies over the lack of central policy coordination
here. (We plan to schedule our working group's report on foreign
disclosure for discussion at the 24 May SECOM meeting.)
