Preliminary Comments
a., (FOUO) Committee Chairmanship. It was reported that no decision
for a permanent chairman of the Committee has been made.
b. (FOUO) Status of DCID 1/16. The Chairman reported that comments
from the NFIB principals on the draft revision of DCID 1/16 have been
provided the Security Committee for appropriate action.
c. (FOUO) New SECOM Members. Two new FBI members, Mr. David Ryan
and Mr. dward Grigalus, were welcomed to the Committee by the Chairman.
d. (F000) Harrassment and Provocation Study. It was requested
that members who have not yet done so provide their inputs as soon as
possible for the updated Harrassment and Provocation Study. CIA, NSA,
Army, Navy, and ERDA have provided their input, with CIA's being particularly
useful.
e. i(FOUO) SCI Denials Working Group. The Chairman reported that the
SCI Denials Working Group now has its full complement of members, with
CIA, as chairman. has been asked to provide 25X1
T115 re c e s to the Security Committee for the February 1978 meeting.
Mr. Gambi o said he thought it desirable for this effort to address possible
developmet of criteria for adjudicating background information data.
Inoted. that the Investigative Standards Working Group met on
20 Octobers 1977 and had agreed to discuss such. criteria as well as to
continue he statistical analysis of DCID 1/14 cases. NSA, 25X1
and Col. Newman, Air Force, both argued in favor of a review ot a judicative
criteria, 'especially in light of recent problems with denials of access to
contractor personnel. aid he would insure that the Working Group
was advised of the mem ers 7n erest in and support for such review.
Item Approval of Minutes
(U) The minutes distributed in SECOM-M-207 were approved with a
change in organizational affiliation of two attendees as noted by the Chairman.
