At our meeting on 26 July 1977, you requested a memorandum be prepared for the DCI summarizing security initiatives under way in the IC Staff. Attached for your signature is a memorandum for the DCI. 2. In item c, I mention that a revised DCID 1/16 is being forwarded to the DCI under separate cover recommend- ing approval to circulate to NFIB members. This is cur- rently in IHC for coordination. I call this to your attention only in the event that you might prefer to ap- prove its being circulated,to NFIB. I am proposing that it go to the DCI because of his note on multi-level computer security. 3. " Back round: You have occasionally asked about security initiatives unn er way in the IC Staff. Listed below is a summary of some of the current actions being handled by the Security Committee. If further information is desired, please let me know. a. Proposed DCID on Compartmentation. This DCID was initially proposed by DOD as Decompartmentation DCID. The thrust now is to establish policy and objectives of compartmen- tation for extraordinary security protection of sensitive aspects of sources, methods, analytical procedures, and products capable of compromising collection systems. It is now in final stages of coordination prior to being submitted for NFIB consideration. b. Proposed DCID on Uniform Procedures and Administra- tive Han ing and Accountability of Sensitive Compartmented Information (SCI). This DCID attempts to simplify by standardiza- tion the administrative procedures for all compartmentation systems. Coordination of this draft DCID is nearly completed and an early fall submission to NFIB is anticipated. c. DCID 1/16, "Security of Foreign Intelligence in Automated Data Processing Systems and Networks." This draft is a revision of the extant version which is applicable only to compartmented computer operations.
