25X1A I-. Following I address to us at the SECOM
Seminar you suggested a get together to discuss what CIA should
be planning/doing to implement I 25X1A
2. 1 may have given you overly optimistic and too simplistic'
assurances of our preparedness, and not underscored enough some
real concerns. This memorandum reports more completely on
readiness and concerns and makes a few recommendations for
your action.

3. Readiness: CIA as a whole is not as ready for .0 as 25X1A

chairs an implementation task force that meets every Tuesday
following Steering Group m,~eting. DIA does the same
but supplements the action with weekly information messages to
the DoD agencies and military field commands. NSA has already
briefed all of their contractors. The CIA member to 25X1A
Steering Committee is NFAC. He keeps his management

their areas of influence in addition to their tasking.

Security officers. They are standing by ready to be
briefed. 0 is ready to do the briefings as soon as
some essential questions are answered and some additional
material from 1 -1 becomes available.
b. Area security officers have been. briefed.
This was some months ago. An update briefin; for
all OS officers is scheduled in the auditorium on

and is a consultant to most RMOs in the Agency on the
documentary control features and use of 25X1A
She is scheduling more on their request.
d. The I has supplies of Nondisclosure Agreements
and cover sheets (stamps come out 1 Nov.) ready for
distribution in CIA. Contact points in all directorates
are identified and alerted to the need to he ready to use
them. This is part of briefing.

4. Concerns: There are many. Most are outside our control.
Examples
a. No decision has been made by CIA's SIO (Deputy
Director, NFAC) on whether to brief the CIA population
25X1A on 0 and get them to sign a nonspecific non- 25X1A
disclosure agreement or to wait until a decision on
Operational Compartments, Subcompartments and Product
Compartments comes out.

b. No requirement has been levied by CIA's SIO
on Directorate Control officers to begin their Zero Base
Review of who needs what under 0 A one-for-one
conversion has been suggested to him but no one knows
what will be in the new - for example compartment
and what will. be in the Osubcompartmen.f^is
way behind on publishing required guide books. Thus it
is difficult to say who will need what access under

Further a one-for-one conversion without a Z Review of
needs will contribute to defeat of the expectation that
F____1wiII reduce numbers of people with special tickets.

J. As mentioned, the most widely held
concern is about time followed closely by concern about
resources. I think the DCI will be under heavy NFIB
pressure to relax the I. January start up date. He might
agree but will. extract a price of faster actions. I
can't speak for all of CIA on resource needs but within
Security there seems to he growing concern about ability
to do Orecfuired annual surveys and ACM inspections
of CIA official OFacilities and of our contractors.
I think these concerns are shared by other departmental
security elements. Reluctance expressed at the Seminar
to share anything other than ACM and TEMPEST inspections
may portend troubles for CIA unless something can be
worked out.
