Approved For##iease 2004/04/15: CIA-RDP82M0059 000200030016-1 M1MORANDUM FOR: Director of Security 25X1A FROM: SUBJECT: Implementation of Deputy Director for Community Affairs Within CIA 25X1A 25X1A I-. Following I address to us at the SECOM Seminar you suggested a get together to discuss what CIA should be planning/doing to implement I 25X1A 2. 1 may have given you overly optimistic and too simplistic' assurances of our preparedness, and not underscored enough some real concerns. This memorandum reports more completely on readiness and concerns and makes a few recommendations for your action. 25X1A 25X1A 25X1A alert to problems but there is no agency wide coordination body. Thus some CIA votes on significant issues reflect less than overall Agency views. 3. Readiness: CIA as a whole is not as ready for .0 as 25X1A some of tie othex agencies. Within NSA the Deputy Director chairs an implementation task force that meets every Tuesday following Steering Group m,~eting. DIA does the same but supplements the action with weekly information messages to the DoD agencies and military field commands. NSA has already briefed all of their contractors. The CIA member to 25X1A Steering Committee is NFAC. He keeps his management TheI and CIB are doing an outstanding job within their limited sphere of responsibility, and. a rent job in their areas of influence in addition to their tasking. They have already done considerable alerting wor. Non-NFIB agencies were briefed on last July. Packages of material including manua s and other guides have been provided to Control and Approved For Release 2004/04/15 : CIA-RDP82M00591 R000200030016-1 25X1 25X1 Approved For lease 2004/04/15 : CIA-RDP82M0059 000200030016-1 25X1A 25X1A 25X1A 25X1A Security officers. They are standing by ready to be briefed. 0 is ready to do the briefings as soon as some essential questions are answered and some additional material from 1 -1 becomes available. b. Area security officers have been. briefed. This was some months ago. An update briefin; for all OS officers is scheduled in the auditorium on 23 October 1.980.- R's-tp"-sed JJ'f o~,g// S~~c~`~~~k,/~~ l"L N a r N S c ~ S a m o C, a -t e 56_-. c. has briefed and rebriefed and is a consultant to most RMOs in the Agency on the documentary control features and use of 25X1A She is scheduling more on their request. d. The I has supplies of Nondisclosure Agreements and cover sheets (stamps come out 1 Nov.) ready for distribution in CIA. Contact points in all directorates are identified and alerted to the need to he ready to use them. This is part of briefing. 25X1A 4. Concerns: There are many. Most are outside our control. Examples a. No decision has been made by CIA's SIO (Deputy Director, NFAC) on whether to brief the CIA population 25X1A on 0 and get them to sign a nonspecific non- 25X1A disclosure agreement or to wait until a decision on Operational Compartments, Subcompartments and Product Compartments comes out. 25X1A b. No requirement has been levied by CIA's SIO on Directorate Control officers to begin their Zero Base Review of who needs what under 0 A one-for-one conversion has been suggested to him but no one knows what will be in the new - for example compartment and what will. be in the Osubcompartmen.f^is way behind on publishing required guide books. Thus it is difficult to say who will need what access under 25X1 Further a one-for-one conversion without a Z Review of needs will contribute to defeat of the expectation that F____1wiII reduce numbers of people with special tickets. 25X1A 25X1A 25X1 25X1A 25X1 25X1A Approved For Release 2004/04/15 : CIA-RDP82M00591 R000200030016-1 Approved For- lease 2004/04/15 : CIA-RDP82M0059VO00200030016-1 J. As mentioned, the most widely held concern is about time followed closely by concern about resources. I think the DCI will be under heavy NFIB pressure to relax the I. January start up date. He might agree but will. extract a price of faster actions. I can't speak for all of CIA on resource needs but within Security there seems to he growing concern about ability to do Orecfuired annual surveys and ACM inspections of CIA official OFacilities and of our contractors. I think these concerns are shared by other departmental security elements. Reluctance expressed at the Seminar to share anything other than ACM and TEMPEST inspections may portend troubles for CIA unless something can be worked out. Recommendations for your consideration. Get together with Evan Ilineman (CIA, SIC) or 0 and discuss how he sees OS' role in implementing h. En courage Hineman to have I set up 25X1A more of an Agency wide impl ementation group to better inate Agency positions on some of the mor e critical issues being raised at I Steeri ng Group. 25X1A c. Ra ise at a DDA sta ff meeting, the fact that expects the Agency to be spring loaded and ready to fire when the "Go" command comes out. is the DDA OControl officer, vice , but 5X1A ie ias turned most of the reading over to his Teresa. I'll be briefing her 210 October. secretary d. Starting with the 23 October meeting of Security officers in the auditorium (a great idea), let's establish a regular briefing on at the Area Security officers meetings, I'll ass on info from Steering Group meetings and have I'll Pass as the CIA OSec:urity officer. am or a knowledgeable officer to talk securi t?v officers. 25X1A f. Discuss with Ihineman the possibility of bringing all Agency people with any SCI ticket into the auditorium for a general briefing on 0 That is one way we can get 25X1A signatures on NdAs ever if later the decision is made that the individual doesn't need any specific access approval,25MA Approved For Release 2004/04/15 : CIA-RDP82M00591 R000200030016-1 Approved Fori lease 2004/04/15 : CIA-RDP82MO059 000200030016-1 We can identify right now ;ood sizes of the population we know will continue to require access to some parts of 0 The entire NPIC and NFAC population are examples. 25X1A Approved For Release 2004/04/15 : CIA-RDP82M00591 R000200030016-1
