2. Implicit in most of the options is an acceptance
that some of the security dictates which APEX proposes (docu-
ment control) will have to be suspended if not surrendered.
This is a security issue pure and simple that you should
address.
3. If the DOD is "forgiven" its requirements for document
control, I see others seeking the same benediction.
4. 1 propose you send a short note to 0 along the
line of the attached, telling him that as Chairman, SECOM you
cannot endorse such actions.

REFERENCE: Your 25 August 1980 Memo to the DCI, Same
Subject
1. I. have read your and memoranda to
the Director. I share the concerns about adequate security
v,.;-a-vis resource needs.
2. Noting that DoD gives more security attention to
SECRET level material. than to SCI, I am concerned with the
thread of toleration toward DoD's problems which I perceive
in your memorandum lest it imply a willingness to accept
DIA's current poor security practices.
3. I have no panaceas to offer. But I do offer my
full support to any action which will preclude further
weakening in DoD's document security practices or prevent
adoption of comparably loose practices by other agencies which
have so far provided necessary security resources to comply
with Executive Orders and extant SCI requirements.
