Planning, both for the near term and for the long range, is emphasized in the Intelligence Community. The Security Committee and its staff need to plan near and long term requirements to be able to provide the Community proper security support. SECOM planning should address both structure and programs, and should be accom- plished with the flexibility to permit change when and as Community priorities shift. 2. Near term SECOM planning requirements include: a. Development and coordination of DCI sponsored Community security programs of common concern with an appropriate level of funding. This should include such matters as a strengthened Interagency Training Center (ITC), a security research and development program, and personnel security and security awareness programs of broad Community application (e.g., training program for adjudicators, polygraph training). b. Upgrading the Community's sole counter- measures facility training programs reflect advanced technology in all respects. Broaden the sco e of Technical countermeasures training to STATINTL include searches as part of the routine inspection of facilities. The ITC should also be considered for a significant role in technical penetration R&D so that it can plan for and train Community personnel in carrying out defenses against evolving capabilities. Revision of the SECOM charter, DCID 1/11, to reflect changes in policy direction related to APEX, unauthorized disclosures investigations requirements, and release of classified material to foreign governments. d. Increased emphasis on computer security, to include system vulnerability to and protection against technical penetration and and problems. e. Continuing support for effective and practical emergency document destruction. This should include monitoring and coordinating Community activities in this field to assist in the prompt dissemination of new concepts and procedures, and support for R&D budgets to develop new and effective systems. f. Efforts to bring about Community acceptance of greater uniformity/prescribed standards for government and contractor application in physical and personnel security. 3. Long range planning requirements include: a. Development of proposed uniform investigative requirements for access to national foreign intel- ligence information classified at the collateral level. b. Development of a Community automated index of collateral security clearances for intelligence personnel. This could be a system similar to 4C for APEX accesses. 4. CSG members are requested to comment on these planning requirements, and to suggest changes and/or additions, by 27 June 1980.
