MEMORANDUM FOR: Members, DCI Security Committee

SUBJECT: DCID 1/7
1. The draft revision of DCID 1/7 approved by the
Security Committee on 28 November 1979 was circulated to
the National Foreign Intelligence Board for comment with
the concurrence of the DCI. NFIB member comments indicated
the need for further review, with particular regard to the
NOFORN control. An ad hoc group of representatives of
CIA, DIA, NSA and Office of the Secretary of Defense,
chaired by a member of the Committee staff, was convened
to discuss the NFIB comments. They agreed on a revised,
draft revision of DCID 1/7, attached hereto. The revised
version retains the NOFORN control but restates it in the
same sort of exclusive language (i.e., may be used only
when...) as the revision employs for the other controls.
Other changes accommodate substantive comments by the
Deputy Under Secretary of the Air Force (Space Systems),
the Deputy to the DCI for Resource Management, the Acting
Director, Information Security Oversight Office, and the
Director, National Foreign Assessment Center. In addition,
the revised version includes editorial changes agreed
to by the ad hoc group.
2. Members are requested to review the attached
revised version, and to come to the 2 April 1980 Security
Committee meeting prepared to approve it or offer substantive
comments. Following Security Committee approval, the

revised version will be submitted to the NFIB Secretariat
under a memorandum advising that Community concerns have
been accommodated to the satisfaction of representatives
of those Principals most concerned about the subject
-matter.
