The Committee held a special meeting to discuss security authorities included in the proposed National Intelligence Act of 1980, introduced in the Senate as S.2284. The consensus of those in attendance was that the Bill was inadequate in specifying security authority for the Director of National Intelligence (DNI) and uneven in its comparative treatment of such authorities between the DNI and the Director, National Security Agency. There was general. agreement to endorse suggested changes to strengthen the DNI's authority to protect intelligence sources, methods, procedures and product, so as to be more compatible with Executive Orders 12035 and 12065 and with the January 1980 Presidential Directive on the APEX Special Access Control System. s, changes were communicated to counsel for the DCI. 2. The Committee's Security Awareness Working Group gave final approval to a slide-tape security orientation for senior officials. This presentation was then shown to Security Committee members, who endorsed it for review by the DCI. Working Group members received for review a DIA-produced videotape film providing a,n ative explanation of the Espionage Statutes. u 3. The Committee Chairman briefed the NSC Special Coordination Committee's Counterintelligence Working Group (CIWG) on differences in Government personnel security investigative and clearance standards, discussed their counterintelligence implications, and assessed prospects for resolving problems concerning them. Following the briefing, the CIWG tasked the Committee staff to prepare for CIWG consideration a study with recommendations. This is to address differing personnel security clearance/investigative standards from a Government-wide standpoint and to recommend national standards. II 4. In connection with the Committee's ongoing efforts to enhance the security of the new U.S. Embassy being constructed in Moscow, the CIA member briefed the SCC on possible polygraph examinations of U.S. personnel who would be performing key security tasks or constructing sensitive embassy areas. The proposed polygraph examinations would focus only on counterintelligence issues, and would be quite similar to the reinvestigation examinations which have met wit,hgh subject acceptance among CIA and industry personnel. lI Approved For Release 2004/12/22 : CIA-RDP82M00591 R000200090028-2
