Additional Action Requirements 1. The subject report recommended: A-3 - That the Director of Central Intel- ligence replace the system of centrally managed ceilings on access approvals for contractor per- sonnel by tasking project managers to manage the number of access approvals granted so as to maintain the minimum consistent with effective completion of each project. 2. The DCI did not concur and tasked additional Action: Recommendation disapproved. The Director states in his 4 January 1980 memorandum that access to codeword clearances should be subsumed under the new APEX System. Ensure that this guidance is carried out. 3. Wortma.n Deputy Director for Administration SUBJECT APEX. 1. The DDCI forwarded to the DCI on 19 December 1979 a memorandum on the Inspector Generals report on industrial contracting and security. On 4 January 1980 the DCI responded with instructions to go ahead with recommendations except as he noted. One recommendation stimulated comment by the DCI that is of application in Your implementation of the APEX Special Access Control System. 2. Recommendation 3A of the Inspector General's report is: That the Director of Central Intelligence replace the system of centrally managed ceilings on access approvals for contractor personnel by tasking project managers to manage the number of access approvals granted so as to maintain the minimum consistent with effective completion of each project. 3. The DCI did not concur and said that "we should wrap that into the APEX System."
