SUBJECT: The Specio l Security Center and the
Compartmented Information Branch
REFERENCE: Office of Security Directive 80-03, dated
4 February 1980.
1. In July 1979, the Office of Security's Organiza-
tion Review Committee conducted a study of the office
structure and made a number of recommendations directed
toward streamlining procedures, increasing efficiency
and. eliminating duplication. At that time there was a
study of the Community's compartmentation systems under-
way but the APEX proposal of a single system of compart-
inentation for the Intelligence Community was as yet un-
resolved. The Organization Review Committee considered
iit premature to suggest any change related to the Office
of Security's elements concerned with compartmentation,
i.e. The Special Security Center and the Compartmented In-
formation Branch.
2. The President directed the adoption of the APEX
Special Access System by the Intelligence Community in
January 1980. As the referenced. OS Directive indicates,

the Director of Central Intelligence was appointed as the
National Security Council Executive Agent to implement and
operate the APEX System.
3. For some months preceding this action, the Office
of Security was heavily engaged in the NFIB Study on Com-
partmentation and the final report of the NFIB Study Group
which recommended. the adoption of the APEX System and the
office continues to be heavily engaged in the implementation
phase.
4. It is clear that APEX is having a significant im-
pact on several elements in the Office of Security. The
Director of, Security has been appointed the DCI APEX Security
Officer. The DD for Community Affairs serves as the Security
Advisor to the Chairman of the APEX Steering Group. The
Chief SSC is the CIA APEX Security Officer and serves on
many implementing panels and working groups. The CIB has
been designated as the OS focal point for the development
and installation of the new APEX Central Registry (4-C.
S. These taskings and assignments have major manpower
implications and it is evident that there are managerial
advantages to consolidation of our resources, knowledge and
experience in the area of SCI under the cognizance of one
security manager.

6. Toward this goal and effective immediately, the
Special Security Center and the Compartmented Information
Branch are transferred to the Deputy Director of Security
for Community Affairs (DD/CA). Under the DD/CA the Special
Security Center and its Compartmented Information Branch
will retain their organizational identities. They will re-
tain their quarters in the Building. The DD/CA STATINTL
will retain his office in the Headquarters Building.
7. In summary, the primary purpose of this organiza-
tional change is to provide centralized management. of all
like endeavors, with a view towards obtaining more cohesive-
ness, increased efficiency, and better use of resources. We
look for cooperation from all Office of Security employees in
effectively supporting this consolidation and the related
challenges of APEX.
