During this reporting period, 3 1/2 days were spent rounding out final arrangements with OCR, PPG and NPIC Registry personnel to begin the flow survey. Registry personnel are extremely cooperative and willing to participate. When it was explained to them that I wished to acquire a data base of 400 hard copy document samples they assured me that this could be achieved handily and without expending many manhours. It involves stapling a flow record and instruction sheet to an SCI Document and noting the date, component, and TCS number on. the flow record. 2. I have drafted letters to the respective registry office chiefs to inform them of the survey and Harry is now reviewing them. These should go out today. 3. Coverage: With the exception of NFAC, NPIC, DDA/OC, ODP and DDSFjT/ODt',E documents disseminated to Agency components by the participating registries will be logged with the color coded flow record and an instruction sheet. Assuming recipients will cooperate, the flow record will be completed as it is circulated with the document in the receiving component. When the document is filed or marked for destruction, the flow record will be returned either to the originating registry office. Components being sampled will include STAT -1 ORD and OTS, and miscellaneous other recipients of co ewor . 4. The components being sampled represent most users out- side of NFAC, NPIC, OC and ODP, with the highest frequency of access to SI/TK materials who, when conversion from the existing SCI control system to the APEX system may insist on a one-for- one access approval.
