SUBJECT: A Comparison of the Draft of Physical
Security Standards For APEX Control
Facilities with USIB-D-9.1/20 dtd 1.973
1. As you are aware, the Working Group to revise
USIB-I)-9. 1/19 (Physical Security Standards for Compartmented
Information) recently submitted a draft of a new standard.
As an aid to its evaluation the old and new standards have
been compared. Listed below are what I consider to be the
principal differences between the two documents. As you will
note, there is not a, perfect match-up, section by section,
between the old and new. However, the general format: is the
same.
2. The differences as I see them are:

Page 1, line 10. - The new atandard extends coverage
to electric and electronic equipment located in APEX
Facilities (not addressed in the old standard)
Page 2, line S - The new stan,lard requires the
accreditation authority, in waiver situations, to
notify the ACF manager where his facility fails to
meet standards (new requirement).

Section III - Security Alarm stems
b. The new standard removes the requirement of the old
standard that security alarm systems must meet GSA's Interim
Federal Specifications for alarm systems. It also removes
the Atomic Energy Commission (Now NRC) as the official govern-
ment test facility for alarm systems.
c. The new standard upgrades transmission line security
one class - Top or "high line security" of the old standard is
now Class B line security under the new standard.
d. Page III-l, line 21 and Page 111-2, line 15.
Domestically, if for reasons beyond the control of the ACF
manager an in-house or government controlled alarm system is
impractical or impossible then specified commercial service
may be substituted. This opeion was not available under the
old standard..

Section V - Miscellaneous Ph _sical Security Standards
a. Page V-1, line 21 - The new standard for the first
time addresses security procedures to be observed. in connection
with the use of electronic word processing equipment in ACF's.
b. Page V-2, lines 10 and 23. The new standard for the
first time addresses two new work situations described as
"Temporary Secure Areas".
Annex A - Vault Specificatioons_
a. Page A-1, line 9. Concrete vaults have been slightly
strengthened by increasing the thickness of the floor and ceiling
line 19. The new standard requires a Class

F door for all vaults. The old standard allowed an option of
a Class 6 or Class 5 door.
