On 1 April 1980 the DCI reviewed the Security Orientation for Senior Officials package prepared by the Security Awareness Working Group of the Security Committee. Present were: Admiral Turner- T)CI , SA/DCI/CI , NSA, Chairman, SA/WG ember, SA/WG, NSA Member, SA/WG, NSA Mr. Henry Kemp, Department of State SY Mr. James Dandridge, Member, SA/WG, State Col. Russell Newman, CSG Mr. Richard Hannah, CSG Mr. Robert A. Taylor, CSG 2. The Director characterized the presentation as "Excellent." Ire offered no additional comment on content or quality. 3. The DCI asked what he could do to help get the presentation to the proper level in government. He suggested that appropriately addressed letters be prepared for his signature commending this- security presentation to recipients, mentioning that it offers sound security advice for senior assistants, encouraging recipient to demonstrate to their staff high level interest in security, mentioning that the Director had taken time to review it and proposing that they take time to do the same. The letter should include the observation that while we seek Congressional support through legislation to protect our nations secrets we must help on our own. It is not the clerk and secretary who leak but people with access at higher levels; therefore, we ask that addressees require their EP level staff to schedule time to hear this presentation. 4. The Director also acknowledge agreement with the idea that the presentation should be shown by security professionals who could supplement the presentations security message and answer audience questions. 5. Action Task: The Chairman, SA/WG with the assistance of the CSG are to prepare the letters for DCI signature by April 11, 1980.
