SUBJECT: Technical Threat Briefing
1. Security Committee members have recently stated
increasing interest in gaining a current appreciation of
the Soviet technical surveillance threat. A briefing for
members on what is known, strongly suspected and postulated
about such threat would. be very helpful sis for
security procedures and countermeasures. Tn
2. Your assistance in preparing and presenting
a briefing on the Soviet technical threat is requested.
It should focus primarily on audio and optical surveillance
directed against sensitive U.S. information. If data is
available, threats against U.S. physical. security devices
or equipment should also be covered. In the case of
postulated Soviet threats, the briefing should identify
significant alternative interpretations where different
views a 'h I by various Intelligence Community compo-
nents.

3. The briefing may include compartmented. infor-
mation if necessary. If it will, I request that you
advise my staff as early as possible so that members
may be advised of any special accesses required. Please
advise also of any projection or special display equip-
ment needed. The briefing should be limited to not more
than one hour, including time for a brief question and
answer session. I request that the briefing be available
for presentation to the Security Committee at the Langley
Headquarters Building by 12 September 1979.
