Approved For Relee 2003/04/22: CIA-RDP821111005918000300.110034-1 C 0 N F I D E N T I A'L PLAN' FOR SIX-MONTH TRIAL PERIOD OF ~RF~D WORKING GROUP AS~ Rf~D SUBCOMMITTEE During the six-month trial period (30 September 1975- 28 February 1976), the Rf,D l>>orking Group of the Technical Surveillance Countermeasures Subcommittee swill function as a subcommittee of the Security Committee. During this period the Chairman of the Rf~D Working Group will report to the Chairman of the Security Committee in the same manner as other~subcammittee chairmen. The Rf,D 'rVorking Group will continue to support the Security Committee and the Security Committee subcommittees on the basis of tasking by those subcommittees. Acceptance of tasking from other subcommittees will be subject to approval of 'the Chairman of the RED Working Group. 'hn order to insure proper coordination of the activities of the RfaD Working Group with the other subcomrnitte.es, the Chairman of the R$D LJorking Group or his designee will attend the regular meetiTrgs of the other subcommittees when items of RFD interest are~to be discussed. This can be arranged as desired, either on a routine or an ad hoc mutually acceptable basis between the Chairman. of the RED arki.ng Group and the Chairmen of the other subcommittees. Since the preponderance of the RFD Working Group's activities are expected to be in the technical surveillance cauntermea.sures area in the next six months, it is p.fanned tc~ p,xovide the same regular reporting to the Technical Surveillance Countermeasures Subcommittee as has previously been the custom of the R$D Working Group. When tasks are assigned, that in the judgement of the Chairman of the Rf~D Working Group are beyond the area of expertise of the permanent ~?epresentatives or will requixe a significant amount of effort, approval of the Chairman of the Security Committee gill be obtained prior to undertaking the .work. For those approved tasks rec{uiring expertise not avail- able within the permanent membershiu of the Rf~D Working Group special task forces will be established on the informal advice of the Rf~D Working Group membership. These task forces will draw upon such appropriate personnel as member agencies feel would be desirable and necessary to perform the task. Should the six-month trial period be completed satisfactorily, the Chairman of the Security Committee, with the concurrence of the membership of the Security Committee, will take the necessary steps to establish a permanent RFD Subcommittee.
