Approved For ReIes 2004/04/15 :CIA-RDPB2' 00591 R0003 0120009-8 MEMORANDUM FOR: Secretary, USII3 Security Committee SUBJECT Use of ORCON on DO Reporting - 15 November to 15 December 1975 RE1 E4tENC} Memorandum for Holders-1, USIB-D-5. 1/42 from D/DCI/IC dated 13 November 1975 1. As a consequence of referent memorandum the Directorate of Operations advised its field stations on 17 November to examine their use of the ORCON dissemination control to insure that it is not used when it does not have to be. The stations were also informed that the USII3 Security Committee would review the use of ORCON within the intelligence community during the period 15 November through 15 December 1975. 2. A review of Directorate of Operations in e_! ' c information reports, exclusive of reports, for the period 15 November. through 15 December shows that the O 4CON control appeared on 621 reports which consti- tuted 44.16%0 the total for the period. During a three week period immediately after BCID 1/7 went into effect on 5 October 1975, ORCON appeared on 47.5% of the Directorate of Operations reports. 3. For purposes of comparison with controls used on Directorate of Operations reports prior to the promulgation of the current DCID 1/7 it should be noted that during FY 75 the control NO DISSEM ABROAD appeared on 49.3% of all reports disseminated. 4. The Directorate of Operations is fully aware that the use of OR.CON on its reports inhibits the r edi;;,eminatl.cl:s of the information in intelligence community publications and for this reason will continue to monitor carefully the use of the control. It should also be pointed out that the Dir. ector- ate makes every effort to ensure that those who must receive the information, both in the U.
