1. Pursuant to the concerns of several Board members the
subject DCID No. 1/7 (reference), was remanded to the Security
Committee for review and resubmission to the Board. The DCI has
authorized circulation of the attached revision, prepared by the Security
Committee, to USIB for consideration.

2. USIB members are requested to record their concurrence
in or comments on the revised DCID No. 1/7 by returning the enclosed
vote sheet to the Secretariat by close of business 29 July 1975.
