SUBJECT : Comments on Revision of DCID 1/7
In footnote 3 to section 3d of the latest draft we attempted
to define "authorized channels" as mentioned in the NSC Implementing
Directive to EO 11652,
The definition as now stated should not be included. One of
State's original objections to the first draft was the attempt to
replace Controlled iissem with the WNINTEL marking. (Memorandum of
December 9, 1974), CIA preprints the notice on 100'/, of their FIR
reporting and probably 80% of their other reporting. Controlled
Dissem appears on only 40% of FIR reporting or less on their entire
reporting. Footnote 3, when combined with the definition of WNINTEL
in Para 3 restricts use of documents and information to USIB agencies
and in effect makes all information so marked NOFORN.
State believes that "authorized channels" must be much broader and
requests consideration of the following language as a substitute
definition:
Authorized channels controlling dissemination of classified in-
formation produced by agencies of the USIB are established throughout
the community by USIB approved directives. Such channels can permit
dissemination outside the agenccie of tie USIB nclud release to

Please note paragraph 4.a. last sentence. ',---and to disseminate
to third agencies --- "' The words, "their products" should be in-
serted after the word "disseminate". Also paragraphs 4.a, c, d, seem
to contradict with the aforementioned restrictive nature of WNINTEL.
It authorizes use and dissemination to third agencies but does not
specify USIB or non-USIB. Release to other governments is authorized
by c. Footnote 3 would prevent this.
I regret this late complaint but suppose I was somewhat over-
whelmed by the continuing confusion and verbal barrage of other com-
plaints and numerous other changes.
