SUBJECT Proposed Revision of DCID 1/7, subject:
Control of Dissemination of Intelligence
REFERENCE SECOM M-165, Item 6
1. At the 19 November 1974 meeting of the Security
Committee, you requested that the Compartmentation Sub-
committee undertake revision of DCID 1/7, "Control of
Dissemination of Intelligence". Attached (TAB A) is a
suggested revision. of this directive which was prepared
by an ad hoc working group under the Subcommittee's
auspices. It is recommended for UNCLASSIFIED publication
in order to provide for the widest possible degree of utility.
In the opinion of the Subcommittee, it represents a major
improvement to the version considered by the Board at the
meeting of 6 November 1974 in terms of clarity. Its con-
tent is concurred to by the Subcommittee's membership with
two major exceptions. These are:
a. Paragraph 5 of the attached revision pro-
vides for use of the document markings: "EXTRACTION
OR PARAPHRASING OF INFORMATION CONTAINED IN THIS
DOCUMENT PROHIBITED", "DISSEM WITHIN USA ONLY",
"NOT RELEASABLE TO CONSULTANTS OR CONTRACTORS",
and "NOT RELEASABLE TO FOREIGN NATIONALS", under
specified conditions. The DIA member suggests
elimination of all but the "NOT RELEASABLE TO
FOREIGN NATIONALS" marking. No other Subcommittee
member supports this DIA position. The DIA rationale
in support of this suggestion is contained in sub-
paragraph a. of TAB B;
