2. Comments/Recommendations:
Under paragraph 2., DIA recommends that the additional, proposed
paragraph 6.f., be modified to read substantially as follows:
"f. 'Not Releasable to Foreign Nationals' (NOFORN)
(1) Classified intelligence so marked means that the
originator has pre-determined that the foreign release of the
material is not appropriate. Originators may be requested to waive

(2) The control marking may be applied when:
(a) There would be a possible compromise of the status of
relations with collaborating foreign governments or officials.

Remarks: The NSA proposal as it pertains solely to DCID 6/2 would limit
the application of NOFORN to intelligence controlled under DCID
6/2. Further, DCID 6/2 pertains to information in SCI channels,
and to attempt to define its provisions in an unclassified
DCID 1/7 would not be feasible or desirable. The marking NOFORN
should be provided for use in classified collateral as well as
compartmented information, as required and appropriate. DIA
believes that the NOFORN caveat is a useful and important security
marking."

2. Comments/Recommendations: Suggest the last line of
para "(1)" of the NSA proposed wording on the NOFORN control
marking be changed as follows: ". . the material is not
authorized without prior approval of the originator."
RATIONALE: As written, the NSA proposed addition implies
that the application of "NOFORN" is final. The above suggested
change eliminates this implication and is consistent with
similar wording regarding use"of the "REL," "ORCON," and
"NOCONTRACT" control markings.
