SUBJECT: Revision of DCID 1/7, "Control of Dissemination
of Intelligence Information"

1. Attached is a draft revision of DCID 1/ ich was
prepared by the Compartmentation Subcommittee.
2. With one exception, that subcommittee is unanimous
in recommending that the DCID be revised as shown in the
attachment. The exception bears on paragraph 6f of the
draft, which specifies a marking to state advance authoriza-
tion by an originator for release of documents to indicated
foreign governments. The NSA member of that subcommittee
advised of a concern. in his agency that documents so marked
would reveal the existence of specific intelligence exchange
agreements with cooperating foreign governments and, through
review of document contents, also reveal the nature of the
exchange. He requested the addition of the following
sentence to that paragraph to alleviate that concern:
`This marking may be omitted in the case of
intelligence that is controlled under the provi-
sions of LiCID 6/2."
