Newman, USAF Chairman, Compartmentation Subcommittee, DCI Security Committee FROM: Executive Secretary, DC 1 Security Committee SUBJECT: DCID 1/7 Attached for the consideration of your subcommittee and subsequent report to the Security Committee is a draft revision of DCID 1/7 prepared by the Committee staff. The revision is designed to: a. Reflect national level changes in security classi- fication policy and procedures set forth in EO 12065 and its implementing directive. b. Accord with changed Community organization, responsibilities and terminology as set forth in EQ 12036. c. Provide tests for the circumstances under which the security control markings authorized by the Directive may be used. In this regard, it is intended that the Warning Notice and ORCON markings represent, respectively, an ascending hierarchy of security controls. d. Eliminate control markings which do not now appear to be needed. For example, the expansion of the National Foreign Intelligence Board to include additional agencies as members or observers and the availability of alternative security controls, seems to make the NFIB Departments Only marking superfluous. e. Reemphasiebasic security requirements that the release of intelligence information to foreign governments or nationals requires permission of the originator. To this end, the revision would drop the NOFORN control marking, as such implies that material not so marked need not be subject to the full range of foreign disclosure review procedures. f.
