MEMORANDUM FOR CHAIRMAN, SECURITY COMMITTEE
SUBJECT: Request for Exception
JUL 1978
1. The recent establishment of the US Army Intelligence and Security
Command (INSCOM) which is composed of the former USA Intelligence
Agency, USA Security Agency, and former field operating activities of
Headquarters, DA, has created an intelligence dissemination problem.
Material bearing the "Dissemination and Extraction of Information
Controlled by Originator" (ORCON) caveat requires a case-by-case
exception to be disseminated beyond Headquarters elements. Two INSCOM
elements, Intelligence Support Detachment (ISD) and Counterintelligence
Production Detachment (CIPD), although no longer field operating
activities of HQDA, comprise part of the Intelligence Threat Analysis
Center (ITAC). They retain the same missions and functions, i.e.,
direct support of the DA Staff, and require access to ORCON to adequately
perform their mission.
2. Accordingly, it is requested that an exception to DCID 1/7 be
granted which will authorize HQDA to disseminate ORCON on a continuous
basis to the INSCOM Command Group and ITAC at Arlington Hall Station,
Virginia. The routine, continuous dissemination of ORCON to those
elements of INSCOM will not degrade the protection afforded ORCON or
the restrictions imposed thereon but will enable personnel who must
have access to ORCON information to receive it on a timely basis.
