MEMORANDUM FOR: Deputy to the DCI for the Intelligence
Community
Executive Secretary, Security Committee
SUBJECT . Biweekly Report on Implementation of Executive
Order 11905 Secrecy Procedures
1. This memorandum is in response to your request for a
biweekly report as to how Intelligence Community organizations are
implementing the new secrecy procedures called for by E.O. 11905.
2. The DCI Security Committee prepared a revised draft
DCID incorporating the changes recommended by member agencies
of the Intelligence Community. This draft DCID is now being
coordinated throughout the community once again. Comments now
the classified-sourcP nd methods area.
3. When all comments are received by the Security
Committee, the draft DCID will be forwarded for NFIB consideration.

NOTE FOR ADMIRAL MURPHY:
According to instructions from AD/DCI/IC, I called CIA OGC, STAT
Ext. 5265, about Para. 2 of the attached memo. says that DoD's Genera~TAT
Counsel (Andrews and Brock) have commented on the proposed DCID. The DoD position
is that the DCI has authority only for the protection of classified intelligence sources
and methods. The CIA's General Counsel says the DCI has authority and responsibility
to protect intelligence sources and methods, period. Herein lies the impasse. The
STAT only way over it, according to is for the PCI to, decide either to support the
STAT DoD or the CIA interpretation. said the DCI has legal authority to decide
the issue by publishing the DCID. However, he emphasized that prior to the D/DCI/IC'
developing a position for the DCI to take, that OGC would like to (1) brief the D Lon
