SUBJECT DCID No. 1/ , "Security Policy Concerning
Travel and Assignment of Personnel with
Access to Sensitive Compartmented Information"
1. The Director o.f.Central Intelligence has authorized the circula-
tion of the attached proposed DCID on the subject for Board consideration.
The DCI Committee on Security has prepared this proposed DCID in an
attempt to provide a more realistic approach to travel and duty restric-
tions to hazardous areas in light of today's threat.
2. The Chairman of the DCI Security Committee advises that the
proposed DCID has been agreed to by the Chairman, DCI Committee on
Imagery Requirements and Exploitation (COM[REX) , and the Chairman.,` DCI
Committee on SIGINT and by the Security Committee with NSA and CIA
dissenting. The NSA member feels that it is not restrictive enough while
the CIA member feels that it is too restrictive. They have asked that
their posi'ions be footnoted and their recommended versions of a paragraph
in section 4a, Unofficial Travel, are included in the draft DCID.
3. This item has been placed on the NFIB agenda for Board considera-
tion. on Thursday, 17 June 1976.
