SUBJECT : DCID No. 1/ 14, "Minimum Personnel
Security Standards and Procedures
Governing Eligibility for Access to
Sensitive Compartmented Information"
1. For your use in the NFIB discussion of DCID 1/ 14, I
propose the following:
(a) Ask Chairman of the Security
Committee, to provide background briefing on revised DCID.
(b) He will also brief on the one issue before the Board.

Issue - Tab A - Periodic Reinvestigation
D:CA and the military departments would like to drop
the phrase providing for periodic reinvestigations, ". . . when
deemed necessary by the Senior Intelligence Officer concerned. "
By way of background, the Defense Investigative Service (DIS)
conducts personnel investigations for DoD, including NSA.
The Director of NSA feels he should have the authority to
request a reinvestigation of an NSA employee in less than
five-year intervals even though no questionable information
is involved. Due to recent substantive cutbacks in DIS staffing,
DIA feels DIS can only respond to cases involving questionable
or derogatory information. The other agencies in the community
either have their own investigative capability (State, CIA, FBI)
or rely on the FBI or the Civil Service Commission. NSA has
problems with dropping this phrase. This appears to be an
internal DoD problem only, but it could impact on your
responsibility for the protection of sources and methods.

(c) Next, I suggest that you call on NSA to present
their position on retaining this phrase.
