1. The Chairman of the USIB Security Committee advises that
the DIA Member recommends rewording paragraphs 13 and 14 of the
attached DCID, which concern the periodic reinvestigation of personnel
provided access to sensitive compartmented information. The
attached draft provides that a reinvestigation will be conducted on a
five-year recurrent basis, but on a more frequent basis when there is
questionable or suspect activities, or when deemed necessary by the
Senior Intelligence Officer concerned. The DIA proposal would eliminate
the underlined portion above.
2. This DIA proposed change could preclude the Senior
Intelligence Officer from requesting a reinvestigation in less than five
years in the absence of questionable or suspect activities where the
Senior Intelligence Officer does not have his own investigative resources.
