SUBJECT: Recommended Revision of DCID 1/14,
Subject: Uniform Personnel Security
Standards and Practices Governing Access
to Sensitive Compartmented Information
REFERENCE: SECOM-M-165, Item 6
1. At the 19 November 1974 meeting of the Security Committee,
you requested that the Compartmentation Subcommittee undertake revision
of Subject directive. Attached is a recommended version agreed to by
all Subcommittee members with one exception:
The NSA disagrees with paragraph 12 as stated, and the NSA
preferred wording is reflected in a footnote which appears
on the same page.
2. Representatives of the Office Secretary of Defense (Defense
Investigative Program Office and OSD/Security Policy) participated in
the preparation of the attached suggested directive. It was their
suggestion at the outset of the deliberations, and it is still their
suggestion as of now, that a revised DCID 1/14 should not be promulgated
as of this time. They advise that several recent studies have been
conducted related to the personnel security investigative and adjudica-
tive processes, and they cite the following two pending matters as
having a direct bearing on the contents of the instant directive:
a. The Domestic Council Committee on Right of Privacy
(Project 10) has recently published a report of its findings
and recommendations related to the overall U.S. government
personnel security investigative and adjudicative processes.
As a result of this report, an effort will undoubtedly be
initiated to publish a new Executive Order to replace the
existing E.O. :10450, which was promulgated in an era when
controlling conditions and legislation were somewhat different
than those of today. The OSD representatives advise that a
new Executive Order could be promulgated as early as 90 days.

b. The DOD Personnel Security Working Group began delibera-
tions in September 1973. Although it was originally
chartered to examine the feasibility of centralizing the
personnel security adjudication process (a recommendation
of the Domestic Council group) within the DOD, it has
since engaged in extensive survey of the relative demonstrated
value of the several increments of the personnel security
background investigation -- the specific initiative being
the increased costs of conducting background investigations
in an era of diminishing resources. The target date for the
completion of their report, to include recommendations
for the Secretary's approval, is 13 April 1975.
3. It is the recommendation of the Subcommittee (State dissenting*)
that the attached revised DCID 1/14 be approved and promulgated as soon
as possible. It is perhaps noteworthy that the DCI -- and therefore the
intelligence community as a separate entity -- was not represented during
the deliberations of either of the two groups described above. In the
opinion of the Subcommittee, early approval and promulgation of this
directive represents the only avenue of approach available to the DCI to
exert his influence on deliberations which effect in part his statutory
responsibility for the protection of intelligence sources and methods.
Indeed, the deliberations of this Subcommittee have already provided a
more viable basis for dialogue between elements of the OSD concerned
with security policy and the security organizations under the several DOD
Senior Intelligence Officers.
*State believes that more consideration should be given to the other
studies under way and to the possibility that the findings might warrant
further changes in the attached revision of DCID 1/14. If such further
consideration concluded either that the impact would not be significant
or that the results would not be available within a few months, State
would agree that the attached revision should be approved and promulgated.
