Comments on Draft DCIO on Critical Intelligence Problems Committee STAT 1. Attached for your ready reference is the enabling memorandum of 28 August 1981 on which the draft DCID has been based. 2. We agree, I take it, that the definition of critical intelligence can be left where it belongs (in DCID 7/1) and not introduced here. 3. On the Mission, I am prepared to recommend to the DDCI that we stick to the language taken from the 28 August 1981 memo. The DDCI did not change It. when he reviewed the draft. 4. I concur in your helpful suggestions for changes in Functions. 5. Under Composition and Organization, NFIB is too narrow. The Chairman must be free to get expertise wherever he can find it, including the NFIC. See August memorandum. 6. 1 will not go forward on the DCID until I have your views on the foregoing. Periodically, there are intellig?nce prot.lems of a critical nature which will require timely in-depth examinations by the Corrrrunity for the purpose of enhancing current all-source collection and production efforts. 2. The DCI has established a new committee, the OCI Critical Intelligence Problems Committee (CIPC), for the purpose of undertaking these kinds of studies. The product of the CIPC should drive specific actions, either through restructuring the collection/production efforts within resources or through new initiatives requiring prograrrring and budgeting, reprograming, or supplemental funding actions. 3. The Committee will be chaired by USN, Director, 1:S Office of Planning. I'erbership on the Corrittee will be co-,irised of NFiB meriber representatives, nominated by the NFlB Principals on a subject-by-subject basis. The decision not to have permanently designated individuals as members is to ensure that the required Ca-6-3unity expertise on a given problem is made available only for the duration of a specific study. I do not expect the CIPC to initiate studies on their own. Mission The mission of the Critical Intelligence Problems Committee (CIPC), under the general guidance of the Director of Central Intelligence, is to examine in-depth critical intelligence problems which are referred to the CIPC by the Director of Central Intelligence in execution of his responsibilities for planning, reviewing, and evaluating foreign intelligence activities. 2. Functions In response to requests from the Director of Central Intelligence, the CIPC: will conduct timely in-depth examinations of specific intelligence problems to identify: a. The specific intelligence requirements associated with the critical intelligence problem. b. Current and programed collection and production resources directed against the critical intelligence problem under review. c. Adjus t{gents in collection and production efforts which could be accomplished within existing resources a,,d the associated impact such adjustments would have on responding to other priority intelligence needs. d. Options for new initiatives which could increase collection and production efforts against the critical intelligence problem, noting which options would require reprogramming or supplemental funding. 3. Intelligence Comunity Pesponsibilities Upon request of the Co -oittee Chairman, Intelligence Community org3ni7atior.s shall furn'sh to the Committee, within established security safeguards, pi,rticular irformation or materials needed by the Committee and pertinent to its functions. 4. Composit.ion,_Organization, and Rule of Procedure The CIPC will operate under the provisions of DUD 1/3 except as specifically modified herein. Background: All the NFIB/NFIC principals have indicated agreement with the directive as drafted. The only comment came from Director, DIA, as follows: The mission statement can be misinterpreted to imply that only critical intelligence problems of the DCI or DDCI will be referred to the CIPC for review and appropriate follow-on action. DIA does not believe that this is the intent of the committee, but rather that it will examine, on a study- by-study basis, wide-ranging problems of the intelligence community which are submitted to the DCI or DDCI as potentia; CIPC actions.
