SUBJECT: Monthly Meeting of the CIA Subcommittee of House
Armed Services Committee - 22 February 1962
1. The monthly meeting of the CIA Subcommittee of House
Armed Services commenced at ten o'clock on Thursday, 22 February
1962, and the DCI briefed for approximately two hours. There was a
technical sweep of the room and no transcript was taken. Present
from the Subcommittee were:
Carl Vinson Bob Wilson
Leslie Arends Frank Osmers
Melvin Price Charles E. Bennett
Bob Smart of the staff of the House Armed Services Committee also
attended. Present from the Agency were:
John A. McCone Director of Central Intelligence
Richard Helms Deputy Director (Plans)
Arthur C. Lundahl Director, NPIC
R. Jack Smith Member of the Board of National
Estimates
John S. 'Warner Legislative Counsel
2. Mr. Vinson repeated his desire to have a meeting on the
22nd of every month.

3. The Director was asked about the Powers situation
and he gave the background of the exchange of correspondence and
some of the highlights leading up to the actual exchange. He
indicated intensive debriefing and the Board of Inquiry which was
going forward. He mentioned the reports of the Board and the
purpose to determine if Powers had fulfilled his contractual
obligations.
observation. Mr. Vinson expressed a strong desire to get a full
report on this case as soon as it is available.
