MEMORANDUM FOR THE RECORD
SUBJECT: Briefing of CIA Subcommittee of House Armed Services,
7 May 1962, Room 314 Old House Office Building
1. The Director briefed the subject Subcommittee on 7 May
1962. Present for the Subcommittee were:
Carl Vinson, Chairman
L. Mendel Rivers
Melvin Price
Charles E. Bennett
James E. Van Zandt
Frank C. Osmers, Jr.
Leslie C. Arends
Robert W. Smart, Chief Counsel, House Armed Services
Present for the Agency were:
John A. McCone
Herbert Scoville, Jr.
Huntington Sheldon
R. Jack Smith
Arthur C. Lundahl (for part of the time only)
Lawrence R. Houston
2. The Director opened with a short briefing on the changes
in Agency organization, particularly the new personalities occupying
some of the top-level positions. He mentioned the creation of the
Deputy Director/Research office with the concentration of research
and the fact that Dr. Albert D. Wheelon would take over OSI. Mr.
Van Zandt asked if Dr. Scoville would still appear before the Joint
Committee on Atomic Energy to brief them on nuclear developments

and was told this was not definitely decided but that possibly Dr.
Wheelon would take over.
3. The Chairman asked if we were in the new building, and
the Director mentioned that the building was full and appeared to be
satisfactory. Mr. Osmers asked if there were any danger in con-
centrating all our people in an area where they could be readily
identified, but the Director said that while there might be some
slight increase of risk, if Russian intelligence made us their target
they could develop the information anyway.
