MEMORANDUM FOR THE RECORD
SUBJECT: Nuclear Test Ban Briefing
1. A Colonel Garcia, who identified himself as being with
the Air Force, called this morning and requested our approval
for his attendance. at Mr. McCone's briefing of the Senate Foreign
Relations Committee /Senate Armed Services Committee and the
Senate members of the Joint Committee on Atomic Energy. I told
Colonel Garcia we had been in touch withthe Joint Committee staff
with regard to this and on the basis of one individual from each
department or agency, this Agency had no objection to his attendance
at the hearing so long as he possessed the necessary clearance.
Garcia said that at one time he had a Restricted Data clearance but
he did not believe it was current. I suggested it was possible for this
to be done on short notice. His comment was "it is easier not to go. "
I told him it was up to him but I strongly urged that he call John Conway
of the Committee staff and raise this question with him. I again
reiterated that this Agency had no objection to his presence. As the
conversation closed, I had the impression that Garcia had decided not
to attend.
2. At ten minutes of ten I received a call from a Mr. Knott,
in Air Force Security, raising again the question of Colonel Garcia's
attendance at the Director's briefing. I repeated to Mr. Knott what I
had said to Colonel Garcia and again suggested to Knott that he contact
the Joint Committee. He said he thought he could arrange for Garcia's
clearance but he didn't feel that there was sufficient time at this
point. I indicated that if Colonel Garcia had pursued the matter as I
suggested and gone to the Joint Committee offices, it might have been
possible for him to attend. Neither Garcia nor Knott appeared angry
nor did they appear to be strongly disposed to pursue the question
of Garcia's clearance.
