Warner, 25X1 met with the Mahon Subcommittee of House Appropriations. Present from the Subcommittee were: Representative George H. Mahon, Chairman Representative Frank T. Bow Representative Glenard P. Lipscomb Mr. Robert L. Michaels, Staff Assistant The briefing commenced at nine o'clock and ran through 10:30. There was no transcript.] 25X1 2. The Director indicated that he was going to furnish some privileged information. He stated that Ambassador Lodge is forwarding to the President a report that political stability was the primary task in Vietnam and that Lodge believed the CIA programs are an essential ingredient of achieving stability. Mr. Mahon asked did this indicate additional funds requirements for the Agency. The Director stated that he has done a great deal in the field of cost savings and streamlining the Agency operations with a view of putting proper emphasis on priority matters. Nevertheless, the Director stated future programs would require some increase in funds. The Director then briefed on the Communist military posture following the attached briefing. Mr. Lipscomb asked if it was fair to state that the Soviets are making considerable progress in military fields. The Director said this is an accurate view. 4. The Director then briefed on Indonesia following the attached briefing. As to whether CIA was involved in the coup attempt, the Director stated that we have abundant evidence that the Chinese intelligence service was involved. With the anti-West feeling on both sides in Indonesia, the Director indicated the U. S. was keeping quiet and had a hands off policy. Mr. Bow inquired as to the effect interests. The Director stated it appeared that if things went well the effect could be good in Singapore and Malaya. 6. The Director covered South Vietnam and North Vietnam following the attached briefing. On the question of why Haiphong was not bombed, the Director pointed out that there was Russian--as well as Allied--shipping in that port, and that destruction of Russian ships could bring a direct confrontation. The Director pointed out that we have recently spotted Chinese logistic troops deep in North Vietnam south of Thanh Hoa. 7. The Director touched on the highlights of the Congo. In response to a question he stated that CIA had in fact supported the 25X6 25X6 25X1 poin e ou that Castro, s Cuba had supplied a few personnel for the rebels. He stated that with the success of the mercenaries, Tanzania and the Sudan have stopped their assistance. The Director then briefed in considerable detail on the Dominican Republic. He discussed the Severo Cabral shooting in detail. He stated that Balaguer has tried to stiffen Godoy with the threat of withdrawing his support. The Director stated there are tremendous tensions there now and this situation will drag on for many months. He indicated that Godoy has ordered 1400 troops into the rebel zone to attempt to locate arms formerly held by the rebels.
