SUBJECT: DCI Briefing of Mahon Defense Subcommittee of House
Appropriations - 25 January 1966
1. The Director concluded his appearance before the Mahon
Defense Subcommittee of House Appropriations. All security arrange-
ments were similar to the first two days' meetings. The meeting
last an hour and a half. Present were:

2. A considerable portion of the discussion was off the
record and involved the various considerations applicable to a
resumption of the bombing in North Vietnam. The Director also
pointed out that if the purpose of such bombings were to affect the
fighting in the south the facts, as he outlined them, did not support
such an objective.
3. The session was totally devoted to questions and answers.
The members participated in a lively fashion and were most
complimentary to the Director on his candid responses.
