I I Pat Holt, Senate Foreign Relations Committee staff, called stating he had been requested to arrange for Lincoln Gordon, of the State Department, and Admiral Raborn or his designee to meet with the Latin American Subcommittee of Senate Foreign Relations next Monday afternoon for an intelligence briefing on Cuba with emphasis on Soviet activities. Apparently several of the members have seen some recent newspaper accounts of stepped up Soviet activities. Mr. Holt stated that Lincoln Gordon was not going to be able to make it and, consequently, Mr. Sayre, his deputy, would appear. At my request, Mr. Holt stated he would make it explicit with the Chairman that it would be understood that this was an intelligence briefing and was not intended to raise questions concerning CIA activities. 7.1 Mr. Wayne Granquist, Administrative Assistant to Senator Abraham Ribicoff (D-Conn. ), called to set- up a personnel interview forl indicating that this is a fine young prospect that the Senator would recommend most highly. The appointment was made withi t 10:30 a. m. on 7 June 1966 at 1016 16th Street. Met with Colonel Glenn Smith, Senate Prepared- ness Investigating Subcommittee staff, and advised him that after preliminary discussions with appropriate people in the Agency, we could foresee no basic problem in our participating in the Subcommittee's proposed hearings on U.S. Commitments on a Worldwide Basis. The Agency's contribution would consist primarily of the nature of the Communist threat and certain world situations. I advised Colonel Smith that we would like to have more on the details they desired to have covered as soon as possible. Colonel Smith said he would be glad to do this but felt this couldn't be clearly defined until the Subcommittee received State Department briefings on U.S. treaties, agreements and other commitments. Colonel Smith advised that James Kendall and several other members of the Subcommittee staff are planning to travel to Europe in the near future to study the NATO situation. Smith said the staff would like to have a briefing this Friday or next Monday from an Agency staff member as part of their preparation for this trip.
