Approved For Release 2005/03/24: CIA-RDP82R00025R000700.110002-5 1100-02-5- i JOURNAL OFFICE OF LEGISLATIVE COUNSEL Wednesday - 10 August 1966 2.1 I Met with Mr. Philip Kelleher, Counsel, House Armed Services Committee, and received a copy of the transcript of the executive session of the full House Armed Services Committee on 9 August for review and correction. This transcript relates to H. R. 16306, referred to in the presentation of the full Committee as the CIA legislation. E;o Senate Foreign Relations Committee, and requested a copy of ther, transcript of the DCI's appearance before Foreign Relations Committee on 29 July. Mr. Marcy indicated that as a personal note, he didn't see why a copy couldn't be made available for the Director but in keeping with Committee policy, he did want to mention the matter to the Chairman. I also discussed briefly the case in the light of Senator McCarthy's request that the Committee staff keep him advised on the matter. I noted that the Director had appointed a Board of Inquiry, which is meeting; and in response to Mr. Marcy's query, I advised that it was my understanding that the Chairman is from outside the Agency. Mr. Marcy requested that he be kept advised as appropriate information became available for transmittal on this matter. Mr. Arthur Kuhl, Chief Clerk, called later in the day and advised that Mr. Marcy had talked to the Chairman concerning the transcript of Mr. Helms' appearance. The Chairman felt that under the Committee rules, it would be necessary to take the matter before the full Committee for approval. However, it was indicated that if we desired, we might come by and review the transcript in the Committee rooms.
