SUBJECT: Briefing of CIA Subcommittees of Senate Armed Services
and Senate Appropriations - 21 September 1966
1. The Director met with the CIA Subcommittees of Senate
Armed Services and Senate Appropriations to discuss the Agency
fiscal 1967 budget. Present from the Subcommittees were:

Margaret Chase Smith

The meeting commenced at 2:45 p. m. and ran through about 4:30.
There was a sweep of the room and technical monitoring during the
briefing. No transcript was taken.

2. Mr. Helms said he was going to turn the presentation over
to Colonel White and Colonel White went through a similar budget
presentation as had been done for Mr. Mahon's Subcommittee on
13 May 1966. The briefing notes are attached. Colonel Whitels briefing
included all of the significant facts in the prepared briefing notes.
3. In connection with Slide 16 dealing with consumers of finished
intelligence, Senator Smith inquired whether there was any screening on
the basis of sensitivity of the information furnished to congressional
committees. It was stated that all information desired was made
available to the CIA Subcommittees of the Senate as well as the House.
With other committees, there was screening as to sensitivity and as to
sources and methods. It was also pointed out that it was the Director's
determination on the question of sensitivity as to what information could
be released to other departments and agencies of the Government. It
was pointed out that this was a statutory responsibility of the Director
to protect intelligence sources and methods from unauthorized disclosure.
It was indicated that in connection with other congressional committees
the Director would seek guidance and assistance from the CIA Subcommittees.
6. In connection with the political action teams, there was
considerable discussion that this should not be conducted by CIA. Senator
Russell specifically stated his doubts that we should continue with this
since it does not have a direct intelligence aspect. It was made clear
that the Agency agreed with this and the Director stated he would give
it up now if he could.
