ATTENTION
SUBJECT Release of Estimates to NASA
1. Reference is made to the attached letter addressed to NASA
which indicates that the Intelligence Board has authorized release
to that agency of the following estimates: NIE 11 -4-60, "Main Trends
in Soviet Capabilities and Policies, 1960-6511, and NIE 13-60,
"Communist China".
2. Please forward to NASA copies of the estimates indicated, plus
.the communication to the Administrator from the Executive Secretary,
USIB. Kindly advise this office of the date that these estimates are
passed to NASA.

Pursuant to action of the United States Intelligence Board (USIB)
and in response to the interests which NASA representatives have
indicated in estimates: in certain fields we are forwarding the following
National Intelligence Estimates (ids ): NIE 11 -4-64, "Main Trends
in Soviet Capabilities and Policies, 1960-$511, and NI 13-60, ,Communist
China".
As we have indicated previously, National Intelligence -;sti
are treated as sensitive documents and given special security handling
and limited distribution regardless of the classification of the particular
estimate. In this connection it is our understanding that your office
is in a position to meet all technical security requirements for the
storage and handling of materials bearing the classification of these
estimates. We also understand that these papers will be made
available only to appropriately cleared personnel with a nseed-to-k ow.

SUBJECT: Release of Selected National Intelligence Estimates to
the National Aeronautics and Space Administration (NASA)
1. With the approval of USIB a number of NIE's have been
released to NASA dealing with guided missiles, space vehicles,
atomic energy, and over-all Soviet military and scientific policies
and capabilities. The Office of Security, CIA, has assured 0/NE
that adequate security arrangements have been made with NASA to
guarantee proper handling and storing of these estimates.
2. The Board of National. Estimates recommends that USIB
approve the release of the following additional estimates to the
Director of NASA.
