SUBJECT : Release of Estimates to NASA
1. We have forwarded a copy of SNIE 11-9A-59 and the
Annex to NIE 100-4-60 to Dr. T. Keith Glennan, Administrator,
NASA, this date.
2. In accordance with past USIB actions, copies of NIE
11-2-58, NIE 11-2-59, and NIE 11-2-60 have previously been
forwarded to Dr. Glennan.
3. These estimates have been forwarded in accordance with
the procedures described in the attached memorandum of conversation
with the Director of Intelligence, AEC, and consequently met all
the requirements which CIA was required to observe for the safe-
guarding of Restricted Data information in such transmissions.

Dr. Charles Reichardt, AEC, informs we that all requirements
on the part of CIA for safeguarding Restricted Data estimates
released to BASAL will be met vhen
a) material is forwarded to NASA by a properly
cleared courier, and
b) delivered to an authorized recipient (is.
Dr. Mennen,, Dr. Dryden, Mr. Milchay)..
Control of this material internally is the responsibility of NASA.

SUBJECT: Release of Estimates to NASA
1. Reference is made to your memorandum, subject as above, dated 18 October 1960.
2. Annex C to NIE 11-5-60 was read by Dr. T. Keith Glennan, Administrator,
National Aeronautics and Space Administration on 21 October 1960 and returned to this
office,
3. At the present time NASA has no storage facilities for material bearing the
classification of Annex C to NIE 11-5-60. It is therefore necessary to notify
Dr. Glennan that certain material will be available for his perusal at a certain time
or at such time as may be convenient to him. This was accomplished this date for

Pursuant to action of the United States Intelligence Board (TJ 1B)
we are forwarding the National Intelligence Estimates (NIEc) and
Special National l telligenco Estimates (gloms) indicated in the attached
list. Because of the interest which your representatives had indicated
in estimates dealing with subjects such as guided missiles, space
vehicles, atomic energy, and over-all Soviet military and acientiiic
policies and capab!litiesrc, the Board believed that these papers uld
be of particular interest.
As we have indicated previously, National Intelligence 11stitnates
are treated as sensitive documents and given special security handling
regardless of the classification of the particular estimate. Moreover,
this group of estimates includes papers of unusual sensitivity, certain
of which have highly classified annexes. For that reason, certain of
the estimates and annexes will be sent to you through different chsnneels
