ELCOM: Item 1 on the Agenda for the First Meeting of USCIBELCOM,
held on 3 April 1958.
Subject: Committee Organization and Administration.
a. Date and Place of Meetings.
DECISION: To hold monthly meetings at 1000 hours on the Thursday preceding
the third Friday of each month, place to be arranged by the Secretariat,
preferably, if available, the same room in the Pentagon used for USCIBEC
meetings. Additional meetings to be arranged by the Chairman as provided
in the USCIBELCOM charter.
b. Security Considerations.
DECISION: That all members and alternates would possess Category III
clearances. In event that observers or technical advisors attend meetings
who do not possess such clearances, responsibility lies with principal
member sponsoring such visitor to advise Chairman concerning security
clearance in advance of meeting. Additionally, certain other special
security clearances are required by all principals and alternates. Action
to be initiated by Chairman through appropriate channels to insure that
such clearances are granted to such members.
c. Distribution of Committee papers, including minutes of meetings.
DECISION: Distribution to be made by Executive Secretariat as follows.:
Defense: 2 copies - If through COMINT channels, to S50, JCS;
otherwise to OSO/OSD, Room 3E 1085,

Item 2 on the Agenda for the First Meeting of USCIBELCOM,
held on 3 April 1958.
Subject:
Committee Functions, General Discussion of.
A general discussion took place of the specific functions of the
Committee as set out in its charter, paragraph 3, CIBD #17.
3a. "To be generally cognizant of the status of the various
ELINT programs and activities to include collection and processing."
Various suggestions were made with respect to the manner by which the
Committee should maintain such general cognizance of ELINT programs. The
CIA representative expressed the view that by use of the technical
consultant to the Chairman (not yet appointed) as a collector of factual
data concerning ELINT developments, the Committee would have available a
means of data acquisition. Considerable discussion ensued concerning
sources of information for the technical consultant when appointed, as
well as for the committee, including the level of information to be main-
tained in files to be available to the committee. It was brought out that
the Air Force ELINT Coordinating Group (AFCIN-Z) currently maintains a
central pool of information concerning ELINT activities of all agencies in
accordance with directive from USCIB 9.4/40. Views were expressed that
this information might not be adequate for all purposes, and further that
there did not exist in the several agencies or departments a single,
central file or source of information concerning ELINT programs. General
concensus of the Committee was that initially the AFCIN-Z'source would be
made fully available to the Committee without in any way derogating direct
access between individual members in normal ELINT relationships. The
adequacy of information maintained by AFCIN-Z would be determined as
specific problems arose. Since the CIA representative questioned the
extent of information currently available in a central location, he under-
took to express his views with regard to the level of information required.
The State member raised a point concerning a method of providing informa-
tion to State, NSA and OSD members respecting current ELINT developments
since those three activities do not participate in AFCIN-Z. The Chairman
undertook to explore methods of providing such information.
3b. "To formulate recommendations as to national ELINT policy
for consideration and action."
3c. "To formulate and review National ELINT Objectives."

3d. "To advise concerning the status of the implementation of
National ELINT policy, to include the satisfaction of National
ELINT Objectives."
It was suggested that the development.of this function would depend in part
upon the manner by which 3a. and 3c. are developed and implemented.
3e. "To recommend policy in relation to the National Technical
Processing Center."

Discussion of the NTPC consisted primarily of a brief resume of the estab-
lishment and organizational position of the NTPC within AFCIN.
3g. "To make recommendations concerning ELINT Research and
Development requirements."T
Views were solicited of members concerning the implications and extent of
this function, to be submitted to the Chairman for consideration at future
meetings.

Subject: National ELINT Objectives, Revision of.
The Chairman reviewed present status of the National ELINT Objectives
approved by USCIB 9.4/40 in December 1956 with a directive to maintain them
up to date. The imminent a roval by IAC of the revised National
Intelligence Objectives will require revision of the ELINT
Objectives. Mention was made o steps taken by AFCIN-Z to secure views
from Army, Navy, Air Force, CIA and AfC for the revised ELINT Objectives.
Since State, OSD and NSA were not actively participating in such revision,
each requested copies of pertinent papers for later determination as to the
desirability-of active participation in the working phase of the revision.
DECISION: That AFCIN-Z would continue to work with the presently partici-
pating departments and agencies toward revision of the National ELINT
Objectives for submission to the USCIBELCOM as soon as completed.
The meeting adjourned at 1212.
