EUL Enclosed with this airgram is a position p per on the Law of the Sea (LOS) which the EC Commission has transmitted to the Council. It recommends that the Council adopt a decision authorizing the Commission, in consultation with the Member States, to enter into negotiations at the Third UN Conference on the LOS with the view of having a clause inserted into the LOS'Convention enabling the EEC- to become a contracting party to the Convention. The Commission recommends that the Council adopt Commission proposals that the Community inform the LOS Conference that in ? the areas of the LOS convention for which the Community is :,competent, the Community has adopted and will present joint positions. The Commission also proposes that in any case , , .he Member Statesand the Commission should attempt to adopt a oordinated position and should determine when difficulties hould be notified to the Community institutions in Brussels a-he bulk of the Commission paper consists of substantive positions * the main issue of the Conference for which the Commission requests Council approval.
