Executive Council Meeting
10 December 1974
1. of OER briefed the council on his activities as
a briefing officer attached to the Treasury Department over the past
few years. He reviewed the background of his assignment, and the
evaluation of his briefing activities. CIA briefers who have
taken on his chores now present a total of 13 briefings daily,
five at the cabinet level, three at the subcabinet level and five
other bureau directors. He emphasized the advantages both
to CIA and to the recipients of personal contact, both as an
effective means of disseminating intelligence to major consumers, and
of providing feedback to the Agency of the needs and interests of
the consumers. He found that his briefing program gradually produced
a high degree of receptivity of intelligence among the consumers,
and heightened their confidence in the Agency's product. He said that
generally the consumers would prefer more analysis and more judgments
in the Agency's output. They have considerable confidence in the
judgment of the Agency, and don't always need the details leading
to those judgments. He said there are still a number of people not
being briefed who probably would benefit from this service.
2. Mr. Proctor distributed two suggestion awards, one for $75

and the other for $150 to CRS.
4. The Murphy Commission is still active, and will be visiting
various components of the Agency in pursuing an evaluation of State
Department foreign service reporting. They have selected 50 state
cables from assorted countries on which they are seeking an Agency
evaluation.
5. Jack Blake of DDA reported that between 1 July and 4 December,
Agency employees have retired. He expects = more to retire in
December. This will make a total for Calendar Year 74 of Q Agency
retirees, about equally divided between CIA retirement system and CSC.
Blake also reported statistics on the increasing level of female employ-
ment in the US. Forty percent of the active work force is now made
up of females. About 60% of new hires throughout the country are
females, and 43% of the working age females of the US are now in the
labor force.
6. Mr. Proctor commented on the glitzh in the cost of living
statistics, noting that the increase for retired annuitants will be
closer to 7.2% than to the 7.4% initially forecast. The glitzh results

from a mistake in recalled used car prices which shifted to a new
price in July.
7. Assistant Secretary of Defense Hall has sent a letter to
Colby on inactive data systems. He noted that all such systems--
including SAFE should be staffed through the IRAC R&D Council.
8. Don Chamberlin reported at the Director's morning meeting
of the IG Staff is unlikely to survive the week.
9. Mr. Proctor reported on the PFIAB briefing of last Thursday
and Friday. The two-day session was devoted to review of various
aspects of the Middle East problem including intelligence collection
and production. Mr. Proctor provided a one-half hour overview
briefing on Middle East intelligence production. On Friday
Mr. Colby spoke to the board which later met with the President.
Admiral Anderson offered the President a number of comments resulting
from the two-day session. He noted that reporting on economical
intelligence was good but that some improvement was needed in
collecting economical intelligence. He also felt the committee should
look at the way its organized to produce economical intelligence. He
noted a need to im rove the committee's estimates of missile accuracy.
He noted that ought to be used in estimating agricultural
production. hr. olby commented to the President that the fact of
satellite reconnaissance ought to be declassified. Admiral Anderson
also noted that Ishould be used in agricultural
analysis such as I isuggested that the
DCI should experiment with the "Devil's Advocate" approach to some
problems.
10. Mr. Walsh reported that the Management Committee considered
the agenda for the director's meeting with the deputies in February.
The committee also introduced a policy of affording wider access
internally to histories of agency's components.
11. In the DDI, [::]people have indicated their intention to
retire by the end of December,Il of these on a discontinued service
