It was reported that there will be an attempt to highjack 2 5X1 C an American airliner between Europe and Tel Aviv around the 10th of October. Mr. Proctor has been alerted b. General Sam Wilson received his third star over the weekend. Harold Brownman has been confirmed as Assistant Secretary of the Army for Logistics. c. It was announced the year-end cost of living raise will be between 7 1/2 and 8%. 25X1 e. General Walters and Carl Duckett attended a NSC meeting. The subject was to determine what kind of SALT agreement could 2 5X1A be negotiated that would be acceptable to Congress. The meeting was characterized as a disappointment. In opening this meeting, expressed the opinion that guidelines tor Agency brie ers to e press and others need to be developed. f. Mr. Walsh reported on a recent incident where a DDI traveler This resulted in queries from which reflected poorly on 25X1 A DDI management. Mr. Walsh ay-2d own guidelines where if a DDI traveler is going overseas the traveler will provide 25X1 a note for Mr. Walsh's approval beforehand. If the traveler is going to accomplish DDI business then a staff study 25X1 will be required related to those additional activities. He displayed a piece of the window plexiglass which had effectively absorbed a large number of shrapnel and played short tapes of three incidences involving himself or his wife. i. Mr. Walsh reported that the executive dining room made a profit of last year. (Excluding labor) j. The DCI reported on his trip 0 He was especially impressed with the development program of which he saw progress everywhere he visited. k. A meeting was held regarding the publication dates of the PQR and its possible combination with the SALT monitoring report to save publishing and graphics costs. There's favorable reaction to combining these two reports. Mr. Knoche however reminded the members that delivers the PQR, a quarterly publication, to the President hoping for useful feedback. 1. The DCI requests that no briefers of Mid Career and other courses give out total figures on Agency budget or personnel. His reason is that as these figures are. not available to Congress they should not be available to Agency personnel. n. The DCI was invited to a town meeting at the Kennedy Center to debate the role of intelligence in a democratic society. He has declined, but asked to be approached again in the Spring. o. In the deception briefing of the DCI by NPIC it was claimed 25X1A that the Soviets had a comprehensive national plan for deception covering many functional categories including industry. stated that the briefer did not develop this opinion but that Mr. Hicks expressed this at the end of the briefing. Mr. Walsh asked Mr. Knoche to write a memorandum on the subject which would be useful background for Mr. Kissinger in his upcoming visit to Geneva. He felt that no useful piece could be developed on the subject in a short time. p. Carl Duckett will brief Senator Buckley on Soviet compliance to the SALT Coordinators. q. The Agency appears to have been successful in setting up a program for congressmen to talk at senior Agency courses. r. Daniel Schorr (CBS) was on the grounds today photographing for a documentary on CIA. No one at the council meeting knew the thrust on the documentary. s. The DCI has agreed to write and disseminate a paper on what he means by KIQs and what he expects to accomplish. t. It was announced that the first voice link via satellite from headquarters tol was successfully implemented. 25X1A This does not link the overseas station as the channels are diplomatic. Links to other areas are also contemplated. U. DDS&T surfaced a compilation of all that is wrong in NSA. The DDI is being asked to make a similar compilation in order to take concerted action on the problem. v. There was renewed discussion on the five definitions of criteria for promotion. The whole subject has been returned to the PDP for action. Mr. Eisenbeiss will convene a meeting the latter part of next week. 3. The Director will be back on Tuesday. 4.
