Committee Chairmen. Each gave a report on their contributions
to intelligence.
g. Mr. Colby feels that the Agency must shift from a passive
to an active role on the question of congressional oversight
arrangements. He has asked for assistance in developing
a CIA position which he could offer to the President.
h. In response to Mr. Allen's query, it was ascertained
that the DDI Management Staff will be distributing a checklist
for use in arriving at CERs. It was also stated that the five CER
categories are intended to rank people in descending order,
meaning that category 3 will include middle-ranked persons as
well as those in transitional status.
