1. Mr. Allen reported on the Executive Council Meeting he attended
Friday morning:
a. Mr. Colby has submitted a letter of resignation to the
President. He wrote another letter to former President Nixon
wishing him bon voyage. Mr. Colby will be functioning as PCI
until he receives a reply from President Ford.
b. OCI, who has been briefing the Vice-
President, was preempted from his briefing Friday morning by
a meeting between the Vice-President and Mr. Kissinger. He
was scheduled to brief the President Saturday which might
become a regular activity.
c. There will be a breakfast meeting between Mr. Colby, the
Deputy Directors, and a number of congressmen on 13 August. Nine
congressmen have accepted invitations to attend, but the actual
number almost certainly will be smaller.
d. Mr. Proctor reported further details on the projected
consolidation of staff and contract-personnel in a single Agency
position ceilin .
In carrying out
this consolidation, the method of accounting for part-time
positions will be changed. Under the new rules, part-time em-
ployees will not count against approved CIA positions. This
will give Agency components some flexibility with respect to
utilizing part-time employees in situations where for example
a component wants to allow-part-time college training for an
employee.
e. The DCI has asked the community to be especially alert
to possibilities that foreign governments might attempt to take
advantage of the transition in administrations. Special memo-
randa and briefings on this subject are being provided in sup-
port of WSAG.

f. Mr. Proctor noted the high number of security violations
in July--the highest in years. Altogether there were 11 instances
of safes being left open and documents being left out of safes in
unvaulted areas. OER was asked to look into its problems in this
regard.
2. Mr. Allen reported that IAS will not lose any personnel spaces 25X1A
for FY '76 as a result of the recent review of Agency manpower allocations.
