reported on the Executive Council Meetings of
a. General Walters has been subpoenaed for the Watergate
trial. This will be the portion being handled by Special Prosecutor
Jaworski.
b. The US News and World Report wi I I do an article on the
role of intelligence in American society.
c. The Sixty Minutes Show will do a piece on the intelligence
community. They have requested pictures of the SR-71, the
Vandenburg Launch Site, the reconnaissance satellites and TKH
photography.
d. Mr. Brownman from DDM&S will receive the DIM
He will be going to the Pentagon.

f. Proctor reported on a two-day session in the Pentagon with
Andy Marshall. Marshall was so ineffective that the meeting
broke up in sheer frustration. Schlesinger has directed
Marshall to look into the relative economic efficiencies of the
Soviet Union and the United States.
g. A former CIA employeel has submitted a
manuscript to the Agency for a book concerning the positive
achievements of CIA and its indispensability to the nation.

h. The President's Foreign Intelligence Advisory Board is
looking into the restructuring of NRO.
i. Congressman Nedzi is concerned whether people contacted
by th are giving information voluntarily
or consider themselves under duress in providing such information.
Nedzi plans to introduce legislation.
j. Secretary of Defense Schlesinger informed Colby he is
opposed to the declassification to the knowledge of satellite
photography. Colby still wants it.
k. OWI, who suffered a stroke and is almost completely

East war of last October and Cyprus. The telephone was the primary
support for the Cyprus crisis while shuttle diplomacy, papers and

p. Proctor noticed the DDI participation in the suggestions awards
program based on the FY 74 report which was passed out to the
various office heads. He emphasized this is a good time to encourage
suggestions for saving money. A discussion followed.
q. The Director wants to quickly surface field and Headquarters
support elements who played a part in the Cyprus crisis for
whom unit citations or individual medals may be given.
r. Proctor wanted it impressed upon DDI people that classification
of documents should be as low as possible and the criteria is
whether sources and methods as well as policy directions are in
jeopardy.
