1. Mr. Allen reported on the Executive Council meeting he attended
today at Headquarters:
a. There will be no Executive Council Meeting next week as Mr.
Proctor is in Arizona.
b. Secretary Simon will be coming to CIA on the 31st to meet
with the DCI and discuss continuing assignments of Agency support.

d. Results of a survey of the NID were generally favorable.
Consideration is being given to extending distribution to the assistant
secretary level. Production of the new NIB, succeeding the CIB will
begin on 29 May. Mr. Colby is interested in adapting the bulletin to
a newspaper format similar to that of the NID.

f. Mr. Colby visited the Pentagon in coordination with exercise
He was very much taken by the exercise, but thinks
ey should play out pre-war phases. He instructed OTR and the IC
Staff to develop a scenario which CIA could use.

made by several A officers in their Mid Career briefings. He
thought this was not fair.

h. Mr. Colby had lunch with members of the staff of the
Christian Science Monitor, who badgered him with critical questions,
mostly concerning alleged CIA participation in Watergate activities.
i. Mr. Colby will be appearing before one of the Congressional
oversight committees on 29 May 1974 to support the Agency's FY 75
and FY 76 budget.
